The Human Resources Analyst will support the Head of HR in delivering strategic Human Resources services for the Country Office by implementing HR policies, procedures, and solutions that promote a collaborative, client-focused, diverse, inclusive, and high-performing workplace. The role works closely with Programme, Operations, Project Teams, UNDP Headquarters, Global Shared Service Centre (GSSC), and other UN agencies to ensure effective Human Resources management.
Key responsibilities include supporting the implementation of Human Resources strategies and policies, ensuring compliance with UN rules, regulations, and internal controls, contributing to HR business process improvements and Standard Operating Procedures, supporting workforce planning, position management, job classification, performance management, career development, personnel wellbeing, and audit and compliance activities.
The role will oversee recruitment and onboarding for project staff, programme staff, National Personnel Service Agreement positions, interns, Country Office positions, and other delegated recruitment processes. Responsibilities include updating job descriptions, preparing vacancy announcements, screening applications, organizing interviews, participating in interview panels, recommending recruitment strategies, coordinating recruitment transactions with GSSC, maintaining recruitment databases and rosters, validating ERP transactions, monitoring staffing structures and project organograms, supporting lateral transfers, and ensuring timely onboarding and compliance across multiple contractual modalities.
The Human Resources Analyst will lead Learning and Talent Development initiatives by designing and implementing the Country Office Learning and Talent Development Plan, developing annual learning calendars, coordinating learning budgets, promoting peer learning, mentoring, coaching, knowledge sharing, learning committees, and People 2030 initiatives. The role includes designing learning frameworks aligned with business priorities, coordinating external trainers, delivering learning sessions, supporting professional certifications, managing learning logistics, monitoring mandatory learning compliance through Power BI dashboards, tracking Performance Management and Development (PMD) completion, organizing orientation programmes, ethics and code of conduct sessions, supporting Performance Improvement Plans, managing Detail Assignment opportunities, and maintaining learning records.
Additional responsibilities include supporting employee engagement and wellbeing initiatives, analyzing engagement survey results, assisting in action planning, maintaining knowledge repositories, managing digital knowledge platforms, promoting AI-enabled knowledge sharing tools, consolidating lessons learned and evaluation findings, supporting evidence-based decision-making, and performing other Human Resources responsibilities as assigned to ensure efficient organizational functioning.
Candidates should possess an Advanced University Degree in Human Resources, Business Administration, or a related field. Applicants with a Bachelor's degree may also apply with an additional two years of qualifying professional experience. Candidates with a Master's degree are not required to have prior professional experience, while Bachelor's degree holders require a minimum of two years of relevant Human Resources experience. Experience in Human Resources policy implementation, recruitment, onboarding, Learning and Development, performance management, HR advisory services, HR documentation, ERP systems, HR compliance, talent development, digital learning solutions, Power BI reporting, audit support, risk management, and working with international or national organizations is highly desirable. Fluency in English and Hindi is required.
