The Human Resources unit provides support to Country Office management in ensuring that the office is appropriately staffed with high quality and engaged personnel who receive the guidance, feedback, and development they need to fully contribute to the Country Office agenda and Sustainable Development Goals. The HR team applies strategic human resource management policies, procedures, programs, and solutions that leverage both technology and analytics to promote a strong people management culture and a high performing, diverse, inclusive, and equitable workplace. The HR Analyst, under the overall guidance and supervision of the Head of HR, supports the effective delivery of HR services in the Country Office by applying HR policies, implementing procedures, and providing solutions that promote a collaborative, client-focused environment. The HR Analyst supports the Head of HR in providing day-to-day support to concerned HR team members in managing recruitment, onboarding and other HR services and works in close collaboration with the Programme, Operations, and project teams in the Country Office, UNDP HQ OHR Business Partners, and staff in GSSC and other UN Agencies to ensure successful Country Office performance in HR management. The incumbent will also lead and coordinate Learning and Talent Development initiatives and the delivery of learning and capacity-building activities that enhance employee capability, strengthen organizational performance, and promote a culture of continuous learning. The role supports the design of learning and training programmes, talent management processes, and development interventions, ensuring they are well designed, effectively implemented, and aligned with organizational goals. Duties and responsibilities include supporting the implementation of HR strategies and policies and ensuring full compliance of HR activities with UN rules and regulations and UNDP policies, procedures, and strategies. The role supports the effective implementation of internal controls and analysis of supporting parameters and the proper design and functioning of the HR management system and practices. The HR Analyst provides input and support to Country Office HR business process mapping and updates internal HR Standard Operating Procedures where needed to supplement SOPs issued by GSSC/OHR. The role supports the implementation of a strategic approach to Country Office HR interventions including recruitment, proper use of contractual modalities, workforce planning, position management, job classification, performance management, personnel needs and wellbeing, and career development. The role also supports the Supervisor and Country Office Management for audit and compliance. The HR Analyst ensures effective human resources management of recruitment and onboarding by overseeing and providing day-to-day guidance on Project and Programme recruitments and onboarding for NPSA personnel and interns and ensuring transparent and competitive recruitment and selection processes in coordination with GSSC and locally with hiring managers. Responsibilities include updating job descriptions, preparing vacancy announcements, screening candidates, organizing and participating in interview panels, recommending recruitment strategies, and submitting compliance review cases according to actions delegated to the Country Office. The role facilitates recruitment for projects and, at the request of UN partner agencies, liaises and coordinates with the relevant Country Office recruitment focal point and GSSC teams on monitoring and tracking transactions related to positions, recruitment and HR data, provides oversight of clustered services, and reports cases requiring escalation to the supervisor and/or senior Country Office management. The role supports recruitment for Country Office FTA and international positions in consultation with GSSC as delegated. Upon delegation of responsibility, the incumbent performs HR Manager functions in ERP and validates cost-recovery charges in ERP for HR services provided by UNDP to other agencies. The role ensures that the Roster Database is regularly updated and documents are available for immediate reference. The incumbent ensures that all planned positions are accurately captured and updated in the project organogram. This includes coordinating with relevant teams to confirm role titles, reporting lines, and staffing status, validating that new, revised, or phased-out positions are reflected appropriately, and ensuring that the organogram remains an up-to-date and reliable reference for project staffing and planning. When delegated, the role supports the end-to-end process for lateral transfers including ensuring proper documentation and approvals, facilitating communication between hiring and releasing units, tracking progress of the transfer workflow, and ensuring that position records, contracts, databases and systems are appropriately maintained. The HR Analyst ensures proper staff and non-staff performance management, learning and talent management, and career development in the Country Office. Under the guidance of the Head of HR, the incumbent takes the lead in developing and implementing the UNDP India Country Office Learning and Talent Development Plan in close coordination with the People for 2030 Champion Group and Talent Development Unit and develops a whole-office learning plan and learning calendar aligned with business needs while reporting on learning activities and budget utilization. The role supports the design and implementation of strategies on staff wellbeing related issues, including analysis and recommendations arising from Engagement Survey results, and supports the co-creation of a local engagement survey action plan. The incumbent promotes peer learning, coaching, mentoring, and knowledge sharing, engages staff as trainers and participants, coordinates the Learning/Development Committee, and ensures effective implementation of the Training Policy and People 2030 initiatives. The role provides guidance on the PMD policy, cycle and process, supports supervisors in developing and implementing Performance Improvement Plans, and conducts regular training sessions for supervisors and employees. The incumbent identifies and coordinates external trainers, supports facilitators, designs and delivers training materials and sessions, and plans high-quality training activities through a structured learning calendar. The role encourages on-the-job learning, virtual and cross-team assignments, professional certification programmes, inter-agency development activities, and innovative learning solutions in close coordination with the Supervisor, People for 2030 Champion Group and global Talent Development Units. The incumbent manages the organization, administration, and logistics of learning activities including materials, equipment, scheduling, and partner approvals to ensure smooth delivery and staff participation. The role disseminates corporate talent development opportunities, engages with the TDM network, tracks and reports mandatory learning compliance through PowerBI dashboards, provides monthly updates to management, and follows up with staff and teams to ensure timely completion. The incumbent tracks and compiles PMDs and shares regular updates on completion and follows up with staff and supervisors to ensure timely completion. The role organizes regular orientation, learning, Ethics and Code of Conduct sessions, provides guidance on UNDP complaint mechanisms, disseminates related information, and supports the Head of HR in handling cases when required. As delegated and when required in line with policy, the incumbent supports the Supervisor in developing a Performance Improvement Plan. This includes assisting in identifying performance gaps, drafting clear and measurable objectives, outlining expected competencies and timelines, and detailing the support mechanisms to be provided. As delegated, the role facilitates the opening of Detail Assignment opportunities with approval from Senior Management and the Head of HR, ensuring opportunities are widely circulated. The incumbent manages the selection process for Detail Assignments by coordinating with the Hiring Team, screening applications against required competencies, organizing interviews and assessments, supporting panel documentation, and ensuring that Letters of Assignment are issued accurately and on time. A comprehensive tracker of all active and completed Detail Assignments is maintained. The role supports Country Office knowledge building and knowledge sharing by maintaining and updating knowledge repositories, Country Office databases, and digital platforms and ensuring accessibility and usability for internal and external stakeholders. The incumbent promotes the use of innovative digital tools, AI-driven knowledge systems, and collaborative platforms to enhance knowledge exchange and management. The role compiles and disseminates information extracted from available information management systems as delegated and consolidates evaluation findings, lessons learned and recommendations for dissemination in learning events and integration into decision-making processes. The incumbent performs other duties within the functional profile as deemed necessary for the efficient functioning of the Office and the Organization. The position reports to the Head of HR and has no positions reporting to it. An advanced university degree, meaning a masterβs degree or equivalent, in Human Resources, Business Administration or another related field is required. Alternatively, a first-level university degree, meaning a bachelorβs degree, in the stated areas combined with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. Applicants with a masterβs degree or equivalent in a relevant field of study are not required to have professional work experience. Applicants with a bachelorβs degree or equivalent are required to have a minimum of two years of relevant professional experience at the national or international level in providing HR advisory services and/or managing staff and operational systems. Desired skills include experience in the use of computers and office software packages such as MS Word and Excel and advanced knowledge of web-based management systems such as ERP. Candidates should have experience in HR services and HR management including HR policy implementation, compliance, Learning and Development, recruitment and onboarding of staff, maintenance of HR documentation, provision of HR advisory services, Performance Management, and managing separation processes. Proven experience in leading and coordinating Learning and Talent Development initiatives is desired, including learning needs assessment, development of office-wide learning plans aligned with PMDs and business priorities, hands-on oversight of learning delivery, external trainers, logistics, and mandatory learning compliance. Demonstrated experience with digital, blended, and innovative learning solutions, learning analytics and dashboards, and promoting peer learning, coaching, mentoring, and on-the-job development initiatives is desired. Candidates should have proven experience in managing and overseeing end-to-end recruitment and onboarding services, ensuring transparent and competitive selection processes, effective coordination with hiring managers and shared service centers, compliance with organizational policies, and timely onboarding across multiple contractual modalities. Experience supporting audit, compliance, and risk management in HR operations is desired. Strong written and verbal communication skills are required to communicate and coordinate effectively with programme units, staff, and HR counterparts. Experience working with a UN, international or national organization and prior experience in a direct or indirect supervisory role are desired. Fluency in English and Hindi is required.
