Job Description

The Human Resources unit supports Country Office management in ensuring that the office is appropriately staffed with high-quality and engaged personnel who receive the guidance, feedback, and development needed to contribute to the Country Office agenda and Sustainable Development Goals. Under the overall guidance and supervision of the Head of HR, the Human Resources Analyst supports the effective delivery of HR services by applying HR policies, implementing procedures, and providing solutions that promote a collaborative and client-focused environment. The role provides day-to-day support in managing recruitment, onboarding, and other HR services and works closely with Programme, Operations, and project teams, UNDP HQ OHR Business Partners, GSSC staff, and other UN Agencies. The position also leads and coordinates Learning and Talent Development initiatives, learning delivery, and capacity-building activities that enhance employee capability, strengthen organizational performance, and promote a culture of continuous learning. Responsibilities include supporting the implementation of HR strategies and policies, ensuring compliance of HR activities with UN rules, regulations, policies, procedures, and strategies, supporting internal controls, contributing to HR business process mapping and Standard Operating Procedures, and supporting strategic HR interventions covering recruitment, contractual modalities, workforce planning, position management, job classification, performance management, personnel needs, wellbeing, and career development. The role supports audit and compliance activities. Recruitment and onboarding responsibilities include overseeing and providing day-to-day guidance on Project and Programme recruitment and onboarding for NPSA personnel and interns, ensuring transparent and competitive recruitment and selection processes, updating job descriptions, preparing vacancy announcements, screening candidates, organizing and participating in interview panels, recommending recruitment strategies, facilitating recruitment for projects and UN partner agencies, coordinating with Country Office recruitment focal points and GSSC teams, monitoring positions, recruitment transactions and HR data, supporting Country Office FTA and international recruitment when delegated, performing HR Manager functions in ERP when delegated, maintaining the Roster Database, ensuring planned positions are accurately reflected in project organograms, and supporting lateral transfer processes when delegated. Performance management, learning, talent management, and career development responsibilities include developing and implementing the UNDP India Country Office Learning and Talent Development Plan, developing whole-office learning plans and calendars aligned with business needs, reporting on learning activities and budget utilization, supporting staff wellbeing strategies and Engagement Survey action plans, promoting peer learning, coaching, mentoring, and knowledge sharing, coordinating learning and development activities, providing guidance on PMD policy and processes, supporting Performance Improvement Plans, conducting training sessions, identifying and coordinating external trainers, designing and delivering training materials and sessions, encouraging on-the-job learning and professional development opportunities, managing learning activity logistics, tracking mandatory learning compliance through PowerBI dashboards, tracking PMD completion, organizing orientation, learning, Ethics and Code of Conduct sessions, supporting Detail Assignment opportunities and selection processes when delegated, and maintaining relevant trackers. Knowledge management responsibilities include maintaining and updating knowledge repositories, Country Office databases, and digital platforms, promoting innovative digital tools, AI-driven knowledge systems, and collaborative platforms, compiling and disseminating information from information management systems, and consolidating evaluation findings, lessons learned, and recommendations for learning and decision-making. The role reports to the Head of HR. Core competencies include achieving results, thinking innovatively, continuous learning, adapting with agility, acting with determination, engaging and partnering, and enabling diversity and inclusion. Technical and cross-functional competencies include Learning and Development planning, recruitment design and management, assessment and selection, digital awareness and literacy, working with evidence and data, customer satisfaction and client management, and knowledge facilitation. An advanced university degree or master's degree or equivalent in Human Resources, Business Administration, or another related field is required. Alternatively, a bachelor's degree in the stated areas combined with an additional two years of qualifying experience will be considered. Applicants with a master's degree or equivalent in a relevant field are not required to have professional work experience. Applicants with a bachelor's degree or equivalent require a minimum of two years of relevant professional experience at the national or international level in providing HR advisory services and/or managing staff and operational systems. Desired experience includes using computers and office software packages such as MS Word and Excel, advanced knowledge of web-based management systems such as ERP, HR policy implementation, compliance, Learning and Development, recruitment and onboarding, HR documentation, HR advisory services, Performance Management, separation processes, Learning and Talent Development initiatives, learning needs assessment, office-wide learning planning, digital and blended learning solutions, learning analytics and dashboards, peer learning, coaching and mentoring, end-to-end recruitment and onboarding services, audit, compliance and risk management in HR operations, and strong written and verbal communication. Experience working with the UN, an international or national organization and prior direct or indirect supervisory experience are desirable. Fluency in English and Hindi is required.
