Integrated Personnel Services Limited is hiring a Human Resources Compliance Manager for its client. This is a full-time on-site position based at the Head Office in Vile Parle, Mumbai. The role reports to the Group Head HR. The organization operates in Manufacturing, Retail, Project-Based, Multi-Site Operations, and Construction environments across India. The position requires travel whenever required, follows a six-day work week, and working hours are from 10:15 AM to 6:45 PM.
The Human Resources Compliance Manager will be responsible for ensuring compliance with applicable labour laws, contract labour regulations, and statutory requirements across factories and project sites located in different states. The role includes maintaining statutory documentation, coordinating registrations and renewals, preparing compliance reports, supporting site execution, and ensuring compliance records remain accurate and updated.
Key responsibilities include ensuring compliance with applicable central and state labour laws. Monitor statutory requirements related to Provident Fund, Employees' State Insurance Corporation, Professional Tax, Labour Welfare Fund, Bonus, Gratuity, Minimum Wages, Payment of Wages, statutory leave, and other employee and worker-related statutory payments. Track labour law amendments, notifications, and state-specific compliance requirements. Support Factory HR teams during labour inspections, statutory audits, and compliance assessments. Ensure timely submission of statutory returns, registers, and supporting documentation.
The role also involves ensuring compliance under the Contract Labour Regulation and Abolition Act and applicable state rules. Verify contractor and subcontractor registrations, licences, and statutory documents. Monitor contractor compliance related to wages, attendance, Provident Fund, Employees' State Insurance Corporation, bonus, and other statutory obligations. Coordinate with contractors for timely submission of challans, returns, wage sheets, and employee records. Identify compliance gaps and ensure corrective actions are implemented.
Maintain statutory registers, licences, certificates, returns, employee records, contract labour documentation, and compliance records. Organize compliance documents state-wise, site-wise, and contractor-wise. Maintain renewal trackers for statutory licences, registrations, and approvals. Coordinate manpower and compliance data collection from factories, project sites, and contractors. Prepare monthly compliance reports, dashboards, and management summaries. Reconcile attendance, wages, contractor bills, and statutory contribution data. Prepare reports for internal audits, external audits, government inspections, and client submissions while highlighting compliance gaps and statutory risks.
Coordinate new registrations, amendments, and renewals under applicable labour laws. Assist with Principal Employer Registration, Contract Labour Licences, Shops and Establishment Registration, Professional Tax, Labour Welfare Fund registrations, and other statutory approvals. Liaise with consultants, contractors, and government authorities regarding registrations and renewals. Maintain a centralized tracker for all licences, registrations, validity dates, and renewal status.
Ensure statutory compliance across project sites in different states. Implement state-specific labour law requirements, verify manpower deployment, contractor documentation, and statutory registrations before site mobilization. Conduct periodic compliance reviews, report deviations, and support project closure documentation. Coordinate with Factory HR, Accounts, and Purchase teams for compliance activities. Obtain attendance, wage, manpower, and contractor data from factory locations. Assist during factory inspections and labour department visits while ensuring standardized compliance practices across all factories and project locations.
Candidates should possess a Bachelor's degree in Human Resources, Labour Law, Commerce, Business Administration, or a related field. A Diploma or Postgraduate qualification in Labour Laws or Industrial Relations will be preferred. Applicants should have 10 or more years of experience in HR compliance, labour law compliance, or contract labour management with exposure to manufacturing, construction, projects, multi-location organizations, factory compliance, and state-wise site compliance.
Candidates should have strong knowledge of central and state labour laws, contract labour compliance, contractor management, statutory documentation, Microsoft Excel, HR and compliance tracking systems, compliance reporting, data analysis, coordination, communication, confidentiality, and attention to detail. Performance will be measured through timely statutory registrations and renewals, timely submission of statutory returns, contractor compliance levels, audit closure, compliance data accuracy, reduction of statutory risks, and timely compliance clearance for project site mobilization.
