Job Description
Statutory and Legal Compliance
Own end-to-end labour law compliance for the plant, including applicability assessments, registers, returns, notices, displays, records, and inspections.
Ensure timely submission of statutory returns and filings under applicable laws, including EPF, ESI, Bonus, Gratuity, Professional Tax where applicable, CLRA, factory-related compliances, welfare fund, and other relevant requirements.
Coordinate and lead inspections and visits from labour authorities. Ensure proper documentation and timely closure of observations.
Track changes in labour laws, rules, and notifications. Drive implementation through updated SOPs, employee communication, and training.
Conduct periodic internal compliance audits and close identified gaps through corrective and preventive actions.
Maintain compliance MIS and dashboards and proactively highlight risks to HR and Plant leadership.
Licenses, Registrations, and Renewals
Maintain a master calendar for all licenses, renewals, amendments, and periodic submissions.
Ensure timely application, follow-up, and closure of factory-related approvals and licenses, including contractor-related licenses and registrations where applicable.
Own documentation related to contractor onboarding and renewals from a compliance perspective, including statutory validity checks, licenses, and return linkages.
Maintain a centralized physical and digital repository for licenses, registrations, and official correspondence.
Payroll for Blue-Collar Workforce
Ensure timely and accurate payroll processing for blue-collar employees, including attendance inputs, shift and overtime processing, incentives, allowances, deductions, arrears, recoveries, and advances or loans where applicable.
Partner with Production, Time Office, and Security teams to ensure attendance integrity and overtime controls.
Ensure payroll compliance with statutory requirements and wage structure guidelines while supporting audits and reconciliations.
Ensure timely generation of payslips, bank uploads, and salary disbursals.
Resolve payroll queries and grievances within defined timelines.
Maintain payroll master data governance, including new joiners, separations, increments, job changes, and wage revisions.
Drive payroll SOPs, maker-checker controls, and error-proofing initiatives to reduce leakages and disputes.
Factory PF Trust Governance and Service Delivery
Manage end-to-end operations of the Factory PF Trust, including monthly contributions, reconciliations, member ledger accuracy, settlements, withdrawals, and advances.
Ensure adherence to PF Trust governance requirements, including trust rules, trustee meeting coordination, documentation, and statutory reporting.
Own PF Trust audits and compliance checks and ensure timely closure of audit observations.
Deliver high-quality member services through effective query handling, claim support, and communication of PF-related processes.
Maintain professional relationships with trustees, consultants, auditors, and relevant authorities.
Vendor and Partner Management
Manage payroll and compliance service providers where applicable, including service-level agreements, accuracy, timelines, and compliance deliverables.
Ensure vendors provide all required documentation and comply with legal and contractual obligations.
Validate vendor bills and statutory proofs and coordinate with Finance for payments according to compliance requirements.
Controls, Documentation, and Data Integrity
Maintain statutory registers, compliance checklists, and evidence packs to ensure inspection readiness.
Ensure confidentiality and data security of payroll and PF Trust information.
Drive continuous improvement through automation, standardization, reduced manual dependency, and lower processing cycle times.
Skills and Competencies
Strong working knowledge of labour compliances and the factory ecosystem.
Strong payroll knowledge, including attendance and overtime logic, wage calculations, reconciliations, and controls.
High attention to detail and a strong ownership mindset.
Confidence in handling inspections and audits with disciplined documentation practices.
Analytical skills using Excel, HRMS, payroll systems, MIS, and dashboards.
Strong stakeholder management skills with a balance of firmness and collaboration across operations, Finance, and vendors.
High integrity and ability to maintain confidentiality of employee financial information.
Qualification and Experience
MBA in HR, MSW, PGDM in HR, or an equivalent qualification from a recognized institution.
Minimum eight years of relevant experience in Factory HR Operations, Labour Law Compliance, Payroll Administration, Statutory Compliance, and PF Trust Management within a manufacturing environment.
Proven experience independently managing labour inspections, statutory audits, contractor compliance, blue-collar payroll processing, and factory-related licenses and registrations.
Experience in a unionized and/or large manufacturing setup is preferred.
Strong exposure to HRMS, payroll systems, compliance management, and statutory reporting requirements.
